Portugal citizenship requirements, route by route

It depends on your route. On the one most people take — naturalisation by residence — Portugal asks for all of these at once: you are an adult, you have lived in Portugal legally for 7 years (EU and Portuguese-speaking countries) or 10 years (everyone else), you can show basic Portuguese, you pass a knowledge test on Portuguese culture, history, symbols, rights and duties and how the state is organised, you have no disqualifying conviction, and you can support yourself. The other routes ask for much less, or for something else entirely. Married to a Portuguese citizen for more than three years? No residence in Portugal and no test. The child of a Portuguese parent born abroad? Registration, nothing more. A grandchild of a Portuguese-born citizen? No residence either — but the test does apply. The short version
  • Residence route: 7 years (EU and Portuguese-speaking countries) or 10 (everyone else), counted from the day your first permit was granted.

What the residence route actually asks for

Nine conditions, all checked on the day you apply — not the day you arrived, and not the day your file is decided:

  • You are an adult under Portuguese law.
  • You have lived in Portugal legally for 7 years (EU, Brazil, Angola, Cape Verde and the other Portuguese-speaking countries) or 10 years (every other nationality).
  • You can prove, by a test or a certificate, sufficient knowledge of the Portuguese language and culture, history and national symbols.
  • You know the fundamental rights and duties of a Portuguese citizen and how the Portuguese state is politically organised.
  • You formally declare your adherence to the rule of law.
  • You have no final conviction to an actual prison term of more than 3 years for terrorism, violent or organised crime, crimes against state security, or helping illegal immigration.
  • You are not a threat to national security or defence.
  • You are not under UN or EU sanctions.
  • You can support yourself financially.

Three details decide real cases. The clock starts when your residence permit is granted: until May 2026 the months spent waiting for AIMA counted too, and now they do not. Your years can have gaps, but they must fit inside a 9-year window (EU and Portuguese-speaking countries) or a 12-year one (everyone else) — the math is worked through in how long Portuguese citizenship really takes. And citizens of Portuguese-speaking countries are presumed to speak Portuguese unless their lack of it is obvious. That presumption covers the language only; a Brazilian still faces the history, symbols and state-organisation part.

On language, «basic» has a concrete meaning. The Nationality Regulation lists six ways to prove it, and the certificates that name a level name A2 — the second of six European levels, the one for simple everyday exchanges. The CIPLE exam is one way, not the only one: school certificates and the state-run Português Língua de Acolhimento course also count. «Test» means the knowledge requirement added in 2026 — culture, history, symbols, rights and duties, the organisation of the state. «Language» means proof of Portuguese, which today is a certificate.

Two things you might expect in that table are not routes. The golden visa is an ordinary residence permit and leads to ordinary naturalisation, on the same 7 or 10 years. And if you were born in a former Portuguese territory such as Goa, the first question is not which route to take but whether you ever stopped being Portuguese.

Which routes skip the test — and which only look like they do

Marriage and de facto unions. The law ties this route only to the absence of the serious convictions, security risks and sanctions listed above. But the public prosecutor can oppose an application for lack of a genuine connection to Portugal, and in doing so weighs the same factors as naturalisation — language included. That ground of opposition disappears once the marriage or union is more than six years old, or once you have a child together who is Portuguese. Before that, Portuguese is not a requirement, but it is not irrelevant either.

Grandchildren. This route makes you Portuguese from birth, so it is often described as automatic. It is not. The law sends grandchildren back to the naturalisation conditions, from the language to the criminal record — the test applies to them exactly as it does to residents, and the connection to Portugal has to be shown, not asserted. How that connection is proved is its own subject.

Relevant services. The one express exemption from the test, and only half of one: language and culture are waived, rights, duties and the organisation of the state are not. The full list of who is spared what is in who is exempt from the test.

Two routes that closed in 2026

The law that came into force on 19 May 2026 ended the Sephardic Jewish descent route and the route by which a parent could naturalise through a Portuguese child. Many English-language guides still list both. The rule that softens this is general: an application filed by 18 May 2026 is decided under the previous law, whatever the route — including 5 years of residence and no test. Is it hard to get Portuguese citizenship?

On the residence route, the hard part is time: 7 or 10 years on a permit, inside a window that does not stretch. The second is the knowledge test, which nobody can sit yet because the regulation that organises it has not been published — the law requires it, and there is no exam date to book. Everything else is paperwork: criminal record certificates from Portugal and the countries you have lived in, proof of means, a language certificate.
