Do Brazilians have to take Portugal's citizenship test? Yes — here's the law
Yes: Brazilians applying for Portuguese nationality through naturalisation must take the new test. The claim that “Brazilians are exempt” circulates in groups and videos — and it conflates two different things. The exemption that exists covers the language only. Culture, history, symbols and the organisation of the State are required from everyone.
What the law says, word for word
Article 6(10) of the Nationality Law (as amended by Organic Law 1/2026) presumes that nationals of Portuguese-speaking countries meet “the requirement of the first partof point c)”. The first part of point c) is the language. That's all.
Everything else stays outside the presumption: the second part of c) (culture, history, national symbols) and the whole of point d) (fundamental rights and duties, political organisation of the State). For a Brazilian, the Portuguese exam is waived — the knowledge test about Portugal is not.
Where the confusion comes from
Two places. First, the language waiver has existed for years, and everyone got used to shortening it to “Brazilians don't take a test”. Second, some Brazilian sites and videos covered the new law by repeating that old shorthand — which stopped being accurate the moment the law created a knowledge requirement that had never existed before.
The detail that changes everything: before 2026, Portugal had no culture or civics test at all. A language waiver meant, in practice, a full waiver. Not anymore.
What else changes for Brazilians
- Residence period: up from 5 to 7 years (CPLP citizens get the shorter track; others need 10). Counted from the issue date of the residence permit.
- Old applications: anyone who filed before 19 May 2026 keeps the old rules — no test, 5 years (article 7(2)).
- Grandchildren and great-grandchildren: the descent routes now carry the knowledge requirement too — the residence waiver for great-grandchildren does not waive the test.
The real advantage Brazilians do have
The test will be in Portuguese — and for a native speaker, that's half the battle. The other half is the content: knowing the Republic dates from 1910, the flag carries seven castles, sovereignty rests with four organs. It's learnable fast with the right method.
